Biography & Photos: Alan Trachtenberg, MD, MPH




Alan I. Trachtenberg, M.D., M.P.H., in addition to his role as To Create, Inc.'s Scientific Director, also directs the Research Programs of the Indian Health Service (IHS), an operating division (OpDiv) of the United States Public Health Service (USPHS) in the Department of Health and Human Services (DHHS). Prior to this he served as Medical Director for the Office of Pharmacologic and Alternative Therapies (OPAT), now the Division of Pharmacologic Therapies (DPT) at the Center for Substance Abuse Treatment (CSAT) of the Substance Abuse & Mental Health Services Administration (SAMHSA), another OpDiv of the USPHS. OPAT was SAMHSA's focal point for pharmacologic therapies such as methadone, LAAM and buprenorphine, as well as alternative therapies such as acupuncture, in substance abuse treatment and mental health. Dr. Trachtenberg came to CSAT from the National Institute on Drug Abuse (NIDA) where he served as a Medical Officer from 1991 to 1998. During that period, he also spent from 1994 to 1995 on a special detail, directing the NIH Office of Alternative Medicine (OAM). Prior to his return to federal service in 1991, he was Medical Director for a large network of methadone clinics in the San Francisco area, where he implemented one of the first federally funded demonstrations of acupuncture to be conducted within a narcotic treatment (methadone) program. Previous to that, he had served as Chief of Epidemiologic Research and Statistics for The California Department of Health Services' Office of AIDS. Alan has also served in the field for the IHS, at Pine Ridge, SD and in Oklahoma.

A Board-Certified specialist in General Preventive Medicine, Public Health and Medical Toxicology, as well as a Fellow of the American Academy of Family Physicians, Alan received his Medical Degree from Tufts University and his Masters in Public Health from UC Berkeley. Dr. Trachtenberg has been involved in research on Traditional Chinese Medicine (TCM) for many years and chaired the planning committee for the landmark NIH Consensus Development Conference on Acupuncture. In the 1980's, while on the faculty of the American College of Traditional Chinese Medicine (ACTCM) in San Francisco, he taught what was probably the first course in research methods ever offered at an acupuncture college in the US. In the mid-nineties, Alan co-founded the Alternative and Complementary Health Practices (ACHP) Special Primary Interest Group (SPIG) of the American Public Health Association (APHA). He has been a member of APHA's Science Board, Joint Policy Committee and Governing Council, which evaluate the scientific merit of positions and policies that may be recommended for adoption by APHA.

Alan has appointments as an Adjunct Associate Professor at both the Uniformed Services University of the Health Sciences (USUHS) and the George Washington University Medical Center, where he teaches about drug abuse treatment as well as alternative and complementary health practices. As the Scientific Director of To Create, Inc., Dr. Trachtenberg is available for consultations on substance abuse, alternative medical products and research, as well as on various epidemiology and health policy issues. To Create, inc. supports his membership on various professional or public boards and/or committees, as well as various teaching engagements around the country.
